You are cordially invited to explore this joint publication by Cedefop and the European Training Foundation (ETF) on the developments in vocational education and training (VET) policies between 2020 and 2025.
Based on an analysis of national implementation plans, policy monitoring, stakeholder interviews, and statistical data, the report assesses progress in achieving EU priorities for vocational education and training.
The findings highlight the significant progress of European states in modernising curriculum, expanding work-based learning, developing flexible learning and training pathways, and investing in modern educational infrastructure. At the same time, the report points to persistent challenges in making VET more attractive, the limited participation of certain social groups in VET, teacher shortages, and the need for sustainably funding reforms. The authors emphasise that the future development of European VET systems will require stronger coordination, continued investment in digital and green skills, and further efforts to improve the quality and accessibility of lifelong learning in VET.
