On 12 December 2024, the Ministry of Education convened a meeting of the Teachers’ Professional Framework Working Group to present proposed changes to the conditions of teachers' employment.

Key proposals include:

  • introducing a jubilee award after 45 years of service,
  • extending eligibility for compensation benefits until 2042 and broadening their scope,
  • standardising pay regulations for substitute teaching and retirement severance packages,
  • facilitating professional development for teachers, including graduates of artistic schools and
  • aligning the teaching load for vocational educators to 18 hours per week.

The meeting brought together representatives from the Ministry of Education, trade unions, and local government organisations. The initiative aims to update regulations to better meet the needs of educators and the education system as a whole.
