We encourage you to read the report of the Supreme Audit Office (NIK) on the reform of vocational education that began in the 2017/2018 school year.
The main objective of this audit was to verify whether changes in vocational education increased the quality and effectiveness of VET in 2019-2023. The audit procedures were conducted from September 13, 2023 to January 15, 2024. The audited entities were the Ministry of Education, the Centre for Vocational and Continuing Education, eight stage I sectoral vocational schools, eight stage II sectoral vocational schools and eight vocational secondary schools.
The main problems detected during the inspection are presented below:
- Despite having data and analyses, the Minister of Education did not evaluate the vocational education reform.
- With regard to setting up the network of sectoral skills centres (SSC) throughout the country, no premises were prepared for its development nor any analyses of the locations of the network of 120 SSCs in the context of regional needs for support to various sectors.
- NIK noted the risk of SSCs duplicating the statutory tasks of other units operating in the education system.
- There were numerous irregularities in the organisation of practical vocational training, such as the lack of contracts with employers, which should include the vocational curriculum, description of the form of pedagogical supervision, or the provision of work clothes and footwear as well as personal protective equipment. Additionally, the audited schools did not always provide students with accident insurance.
